CERTIFICATE IN LOCAL COUNCIL ADMINISTRATION
10 am - 1 pm - 6 sessions over 7 months starting September 2021
A course aimed at motivating clerks, council officers and councillors to complete the CiLCA qualification. This course will take you through each of the 30 learning outcomes, explain how to compile your portfolio and provide you with ongoing mentoring to ensure you complete the qualification.

It is recommended that students have at least 6 months' experience working with their council and have undertaken basic training for clerks and councillors as a minimum. The course will strengthen your knowledge and enrich your council, and passing the course is one of the two eligibility criteria in order to obtain the Power of General Competence.
Attending this course will involve your councillors in the work you are undertaking, and strengthen your knowledge as a practitioner. This course will lead to the Qualification Certificate in Local Council Administration (awarded at level 3 of the National Qualifications Framework).
It is estimated that most of the work needed for your portfolio can be found within your existing council documents, so you will need to attend all of the training sessions. We estimate, as a guide, that you will need to commit between 8 -10 hours between each session. This is why we believe this is the best way to study for your CiLCA qualification: in bite-size sessions to help you to keep up with the workload.
We advise that all students have a learning agreement in place with their councils (which we can supply).
The qualification is accredited through the Society of Local Council Clerks and there is an additional fee of £350 to them which pays for the marking and accreditation of your work - https://www.slcc.co.uk/qualification/cilca/.
About the tutor
Julie King has been a clerk since 2005 working for several councils during this time. She is an experienced tutor and partner of Norfolk PTS. Julie is in the unusual position of taking the CiLCA qualification twice - first of all in 2008 and then again in 2019 to ensure she's completely up-to-date with this new qualification.
