Vacancy at Hilborough Parish Council

Hilborough Parish Council is looking for a part-time Parish Clerk to work in support of the Council's 7 Councillors.  The position would suit a flexible, experienced Clerk and could be one of a portfolio of similar positions.  Alternatively, an organised, self-motivated, computer literate person, who is an effective communicator and willing to undertake professional training, would also suit this role.

The position is home based for 5 hours per month including one evening meeting 4 times a year.  A laptop is provided. Salary will be within the National Joint Council for Local Government Service's pay scales 7-15, £10.44-£12.24 per hour, depending on qualifications and experience, plus 22 days and 10 days’ bank holiday a year pro-rata.

The successful candidate will be expected to:

  • Arrange, publicise and attend Parish Council meetings (currently held on the 3rd Tuesday) of February, May, September and November, including preparation of agendas and taking minutes.  Meetings are being held online at present but will revert to the Mills Memorial Hall when regulations allow.

  • Manage the Council's finances including preparing the budget, payment of invoices, reclaiming VAT and end of year accounts

  • Manage HMRC PAYE (Basic Tools)

  • Maintain Council files and records

  • Update the Council website

  • Deal with correspondence, including liaising with District & County Councils, local organisations and the public

  • Update the Council on relevant planning applications and respond where required

  • Ensure current legislation and procedures are adhered to by informing and advising the Council and update Council policies and processes

  • Advise and support Councillors

  • Liaise with District and County Councillors (and other organisations as needed)

Relevant experience and/or qualifications would be advantageous but not essential. A willingness to undertake the CiLCA qualification, if not held, would be desirable but not essential.
