Foxley Parish Council is seeking an enthusiastic, self-motivated person to take on the role of Clerk and Responsible Financial Officer, experience not necessary.

Foxley is a small village with an electorate of about 350.

140 hours per year averaging 11.5 hours per calendar month (home based).

Salary dependent on experience and qualifications.

As Clerk to the Parish Council you will be home based, but work closely with the elected parish councillors.

You will ensure that all legal, statutory, financial, and other governing provisions relating to the Council are observed, all Council meetings are properly administered, and decisions effectively implemented whilst developing healthy working partnerships with key local and regional bodies.

You would need an understanding of administrative, communication, IT, organisational skills and basic financial knowledge. You would need to be flexible in approach and able to meet deadlines. Training can be given

Duties include, but are not limited to:

  • Organising and attending council meetings, preparing agendas, and writing minutes

  • Maintaining and updating the village noticeboard and village website.

  • Maintaining/updating files and documents

  • Implementing the Council’s decision

  • Attending to all correspondence including letters and emails

  • Distributing relevant information to Councillors

  • Act as the responsible Financial Officer, manage and report on the Parish Council’s finances, including HMRC PAYE, annual budget preparation, payment of invoices, reclaiming VAT and prepare the accounts for annual audit

  • Apply, monitor and report on any grants/funding which is applied for

  • Acting as the Data Protection Officer for the Parish Council

  • Monitoring planning applications and circulating to the Council

  • Liaising with County and District Councillors
