HARPLEY PARISH COUNCIL

Harpley Parish Council seeks a Clerk and RFO with experience in council work including financial responsibility and ideally a Clerk who holds the CILCA qualification or who is currently working towards it.


Our public meetings are held at least 6 times a year. Duties will include, arranging meetings, minute-taking, managing correspondence and similar admin tasks. Reporting to the Chair, the Clerk is also the Responsible Financial Officer, maintaining all financial records, preparing the end-of-year accounts and planning the annual audit.


The successful applicant will be expected to be well organised, reliable, impartial but with good people skills and self-motivated to ensure that work is prioritised and completed in a timely manner. This will involve working with the Chair and supporting the Councillors ensuring the smooth running of the Parish Council.


Applicants should:

  • Have sound current IT skills. A Parish Council laptop is provided.

  • Have experience in financial budgeting and accounting (eg managing income and expenditure email transactions, claiming VAT, preparing annual accounts, Microsoft excel, using Office 365 ) and experience in AGAR for our annual audit.

  • Be able to create and publish agendas for meetings and take accurate minutes

  • Be the central point for incoming Parish Council communications via email and able to coordinate any actions required, To attend to email correspondence on a day-to-day basis.

  • Provide accurate and timely updates to the village website & noticeboard; including uploading documents, agendas, minutes , budget, AGAR documents and financial information.

  • Applicants must be self-motivated, with good attention to detail and have good communication skills.

  • Be able to liaise with the Borough Council of King’s Lynn and West Norfolk and Norfolk County Council, other organisations and official bodies and the public as required.

Salary and hours:

Hours: average 4 per week

Salary: Negotiated in accordance with qualifications and experience
