RACKHEATH COMMUNITY CLERK AND RFO
Rackheath is a Norfolk village to the northeast of Norwich, nestled between Norwich city and the Norfolk Broads. We manage Jubilee Park, Stracey Sports Park & Pavilion (which includes our council office) and we are currently working towards expanding our public open space and facilities. Our village has seen much growth in recent years, and this will continue in the future, seeing our community transition from a village to a town.
Rackheath Community Council is looking to appoint a part-time Clerk and Responsible Financial Officer. You may be a current Community Clerk, looking for a new challenge with a bigger Parish, and budget, or, if you have not worked with Councils before, have transferable skills and an interest in this level of Local Government. The successful applicant will have a proven record in administration and financial management with experience of managing a small team.
The Clerk/RFO is responsible to the Community Council for:
- Managing the day-to-day business of the Council
- Providing advice as the Council's Proper Officer & RFO
- Implementing Council decisions
- Managing and reporting on the Council's finances.
This role includes keeping financial records, administration, agenda preparation and minute-taking at meetings, advising Councillors on procedural and legal matters, and supervision of the Council's other part-time staff, as well as assisting in the delivery of projects.
Competence in IT such as Word and Excel are essential, with knowledge of website administration and social media. This is a varied administrative role.
You must be able to work on your own initiative, be willing to acquire new skills and take a proactive interest in the well-being of the community. As Clerk, you have a pivotal role in building and maintaining a good working relationship with a wide range of stakeholders, including residents, developers, local authorities, and other organisations in and around Rackheath.
Rackheath Community Council will grow in the coming years and the Clerk will be instrumental to building a team who can support the community as we transition into a Town Council.
The clerk is normally based at the council office within the Pavilion. This position is 16 hours per week, working pattern to be agreed. Includes some evening meetings.
Salary is dependent on experience and qualifications.
The position will require the CiLCA qualification, but this can be covered by fully funded training in the first 12 – 18 months if required.
