SCOLE PARISH COUNCIL

Scole Parish Council (www.scoleparish.org.uk) is looking for an enthusiastic and self-motivated person to fill the role of Clerk to the Council for 6 hours per week.


Main duties include:

  • arranging, publicising, and attending 10 monthly Council meetings per year (every month except August & December). Meetings are on the fourth Monday of the month at 7pm in the Scole Community Centre

  • preparing agendas, documentation for meetings and writing minutes

  • implementing the Council's decisions

  • maintaining Council files and records and use of an accessible cloud storage system

  • attending to correspondence, including liaising with District and County Councils, local organisations, the Parish Council and the public as required

  • managing and updating the Council website

  • managing Council assets, asset register and arranging maintenance, where appropriate

  • ensuring current legislation and procedures are adhered to by informing and advising the Council and updating Council policies, processes and risk assessments

  • Any necessary training will be provided

  • Good IT Skills with Microsoft 365 knowledge (Excel, Word and Outlook)

Currently, there is a Responsible Financial Officer, however, it is envisaged the Clerk will take this over in the future, so an understanding of basic accounts is important. The role of the RFO includes preparing the annual budget, payment of invoices, reclaiming VAT, arranging insurance, completing end of year accounts and the annual audit process.


Local Government experience and the CiLCA qualification is desirable but not essential. The ideal candidate will be willing to undertake the Certificate in Local Council Administration (CiLCA) qualification with support from the Council. Support and training will be offered via Norfolk Parish Training Support. The post is for 6 hours a week and home based. A laptop will be provided.


The salary will be paid in accordance with experience and in line with the NALC Salary Scale rates. For example, a clerk with no previous parish council experience, the starting salary will be at SCP 16 (currently £14.70 per hour) rising to SCP 19 (£15.48)
