HOW TO PREPARE A NEIGHBOURHOOD PLAN

You'll be taken step-by-step through the process of preparing a Neighbourhood Plan for your parish. We'll look at the advantages of having a Neighbourhood Plan, the stages for producing a plan, and the time and resource commitment required.  This course includes a case study example of a Norfolk village Neighbourhood Plan – what has worked and what hasn’t.

Course content

What is a Neighbourhood Plan? –  meeting the basic conditions

The advantages of having a Neighbourhood Plan

Making a decision –  time, resource and other commitments

Establishing a Steering Group –  membership and terms of reference

Accessing grant funding

Engaging a planning consultant

Working with your District/Borough Council – conforming with local planning policy

Addressing key issues – housing need, environment and transport

Gathering key data

Community engagement

Drafting planning policies

The examination process – referendum and adoption


By the end of the session you will feel more confident about the steps involved in the Neighbourhood Planning process.


The tutor, David Fowler, is a recently retired local government Assistant Director of Planning with over 30 years of working in this field.  He is now a parish councillor in Norfolk.


Training the whole council

This course can be delivered and tailored specially for your council, which can be a cost-effective approach if you have a number of councillors who require this training. You choose where and when you want our tutor to deliver.
